On March 16th, the Guangdong Provincial Development and Reform Commission issued the Action Plan for Supporting the Innovative Development of Artificial Intelligence(AI) OPC in Guangdong Province (2026-2028)(hereinafter referred to as the “Action Plan”). The plan strongly supports the growth and expansion of AI OPCs (One-Person Companies), promotes mutual reinforcement of investment in physical assets and investment in human capital, and fosters an ecological system suitable for the innovative development of AI OPCs across various aspects, including industrial cultivation, ecological services, talent support, and factor guarantees.
The “Action Plan” outlines 18 key tasks across six areas to clarify the development direction for Guangdong's AI OPCs, mainly covering foundational capabilities, spatial carriers support, scenario openness and innovation, as well as financing and talent.
To ensure foundational capabilities, Guangdong proposes to build a “unified network”, integrating development of computing power and green electricity, and construct the National Hub Node in the Guangdong-Hong Kong-Macao Greater Bay Area; optimize the functions of the “GData” platform; and establish a public model service platform to provide services such as free models and APIs, and security compliance testing.
In terms of spatial carrier support, Guangdong will build AI OPC ecosystem communities to help entrepreneurs “move in with just their ideas”, with support such as computing power subsidies for eligible entrepreneurs.
Regarding scenario openness and innovation, Guangdong will focus on areas such as micro-dramas and short videos to dynamically collect and release supply and demand lists for AI OPC application scenarios. Through platforms like the “Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Online Application Scenario Hall” and the “GBA Center for Application Scenarios Innovation (AI and Robotics)”, the province will facilitate supply-demand matchmaking.
Based on the location advantages of the GBA, Guangdong will also rely on major cooperation platforms like Hengqin, Qianhai, Nansha, and Hetao, as well as open carriers such as the cross-border e-commerce comprehensive pilot zones (CBEC Pilot Zones), to support AI OPCs in exploring overseas markets, including Portuguese-speaking countries and Southeast Asia, and encourage AI OPCs to connect with the China-Brazil Cooperation Hub for digital transformation.
On financing and talent support, Guangdong will maximize the investment role of various funds, including the Guangdong-Hong Kong-Macao Greater Bay Area National Venture Capital Guidance Fund, with a focus on investing in high-growth enterprises. Meanwhile, it will support the inclusion of AI OPC talent from Hong Kong, Macao, and overseas in fast-track talent introduction programs, provide facilitation in stay, residence, and entrepreneurship services, and encourage higher education institutions to establish "AI+" interdisciplinary programs to precisely nurture interdisciplinary professionals.
