Guangdong recently announced a new policy to enhance the attraction and utilization of foreign investment, offering rewards of up to 150 million RMB to eligible foreign investment enterprises.
Under the policy, foreign investment enterprises established in Guangzhou, Shenzhen, Zhuhai, Foshan, Dongguan, and Zhongshan will receive rewards if their annual total actual foreign investment reaches 50 million US dollars or more. High-tech manufacturing enterprises will be eligible for rewards of up to 3% of the total actual foreign investment. In comparison, other manufacturing and high-tech service enterprises can receive rewards of up to 2%, and other industries up to 1%.
Similarly, foreign investment enterprises located in cities such as Shantou, Shaoguan, Heyuan, Meizhou, Huizhou, Shanwei, Jiangmen, Yangjiang, Zhanjiang, Maoming, Zhaoqing, Qingyuan, Chaozhou, Jieyang, and Yunfu will be eligible for rewards if their annual total actual foreign investment equals or exceeds 10 million US dollars.
For high-tech manufacturing and other manufacturing industries, the maximum annual reward for a single enterprise is 50 million RMB, with a cumulative maximum of 150 million RMB during implementation. High-tech services and other industries can receive a maximum annual reward of 20 million RMB, with a cumulative maximum of 80 million RMB.
Moreover, Guangdong will incentivize the regional headquarters of foreign multinational companies. Regional headquarters registered in Guangzhou, Shenzhen, Zhuhai, Dongguan, Foshan, and Zhongshan with annual total actual foreign investment of over 10 million US dollars, and those in the other 15 cities with investments exceeding 5 million US dollars, will be granted a one-time reward of 500,000 RMB each.
The plan's implementation period is from 2023 to 2027, targeting foreign investment enterprises registered in various cities of Guangdong Province, including those funded by Hong Kong, Macao, and Taiwan regions, excluding financial and real estate enterprises.
