Govt. departments listen to advice openly is good practice of whole-process people’s democracy:Deputy to GD People’s Congress

Every year, the Guangdong "two sessions" serve as a window to observe Guangdong's development and to understand how China's whole-process people's democracy works at the local level.

“Firstly, the deputies will give suggestions to the government work report and later review the suggestions during the period of the people's congress. Secondly, government departments, the People's Procuratorate and the People's Court will fully listen to the deputies' suggestions before the meeting,” said Liang Qiaoyun, a deputy to the Guangdong Provincial People's Congress, as well as head of the Human Resources and Social Security Bureau of Jiangmen's Kaiping.

Furthermore, Liang gave an example that the Finance Department of Guangdong will listen to advice openly before budgeting.

“From my point of view, this is the practice of whole-process people's democracy,” Liang stressed.
