Guangzhou will strive to be a "world-famous cultural city" and a "world-class tourist destination", according to a plan for 2021-2025 recently released by the city. The plan clarifies the development orientation of its cultural undertakings, cultural industries and tourism industries.

Based on exploring, protecting, inheriting, spreading and activating the excellent Lingnan traditional culture, Guangzhou will highlight the unique features of Lingnan culture to promote the innovative development of the city during these next five years.
By 2025, it’s expected that the well-rounded development of all residents and social etiquette and civility will be significantly enhanced in Guangzhou, and the prosperity and development of cultural undertakings and cultural and tourism industries will be further improved.
At the same time, Guangzhou plans to achieve initial progress on constructing a "cultural Bay Area" and a "leisure Bay Area" led by itself, promoting red culture, Lingnan culture and Maritime Silk Road culture to show the city image of Guangzhou.
Taking advantages of Lingnan culture and tourism resources, Guangzhou will build a new overall spatial pattern of cultural and tourism development. It will connect the Greater Bay Area with the Pearl River as the artery, build a Pearl River cultural tourism corridor, it will also construct special cultural and tourism zones, build cultural and tourism integration cluster areas, as well as open up characteristic culture and tourism routes to enhance cultural attraction and influence.

In addition, work will be done to speed up the construction of a modern cultural and tourism industry system, build up an all-for-one tourism and improve tourist attractions. There will be several platforms, integration cluster areas, and industry demonstration parks of culture and tourism and some cultural and creative industry demonstration bases, with six high-end tourism development demonstration zones and seven world-class tourism products included in the plan.
According to the plan, in the 2021-2025 period, municipal or above, cultural industry demonstration zones will reach more than 50 in Guangzhou, with the added value of the cultural industry accounting for more than 7 percent of Guangzhou’s GDP. It’s expected that the city will have more than 8 national and provincial tourism demonstration areas and over 100 A-class scenic spots, with the tourism revenue exceeding 600 billion yuan and the total number of tourists over 300 million.
