The Guangdong Department of Commerce's director general, Zhang Jinsong, made the announcement on January 28 during a session of the provincial conference on high-quality development.

Zhang indicated that the province has formed a working mechanism of "one-to-one" services with the top 500 foreign trade enterprises and critical foreign investment projects. The province will assist in timely addressing issues with enterprise financing, employment, land use, and energy use as well as furthering and implementing the policy of encouraging and subsidizing foreign investment.

Zhang stated that the province's goals for 2023 include increasing foreign trade to 8.5 trillion RMB, up 3%; luring 196 billion RMB in foreign investment, up 8%; and raising the total amount of outsourcing of high-end productive services to 195 billion USD, up 18%.

Zhang stressed that Guangdong would maintain steady growth in overseas investment, build certain high-level overseas economic and trade cooperation zones, and recruit talent by combining foreign investment attraction.
