Qianhai construction services industry to dock with international standards

The construction services industry of Qianhai is expected to converge its standards with international standards through reform and cooperation, according to Xie Huihui, vice director of the Qianhai authority at a news conference Aug. 16.

Xie said Qianhai has rolled out more than 100 favorable policies for people from Hong Kong over the past decade and has become an area that is closely connected with Hong Kong.

“Qianhai is a place that can provide broader development space for Hong Kong’s construction services industry and pilot the convergence of mainland construction standards with international standards,” said Xie. “Qianhai has piloted a series of innovative management methods such as the architect responsibility system and the whole process engineering consulting service and begun to promote the Hong Kong-style engineering construction and management model since 2013.”

He said that there are 58 Hong Kong professional institutions and 190 Hong Kong professionals practicing in Qianhai as of June.

According to Xie, Qianhai will strengthen the coordinated and integrated development of the engineering construction standards through joint research on basic common standards and key technical standards with Hong Kong. It will formulate collaborative standards for engineering construction in the Guangdong-Hong Kong-Macao Greater Bay Area, and adopt Hong Kong or international advanced standards in key fields and regions.

Qianhai will also promote the architect responsibility system and the whole process engineering consulting service, and support the development of professional consulting enterprises that provides investment consulting, bidding agency, survey and design services. Capable engineering consulting enterprises will also be encouraged to provide whole-process engineering consulting services.

In addition, the area will learn from Hong Kong's bill of quantities practice to speed up the formation of the project cost market.
