Twelve Hengqin reforms in place for citywide handling

Online services will soon be available for Hong Kong and Macao residents to pay in renminbi: taxes on first-hand residences in Zhuhai, cross-border taxes, intelligent pre-check for tax write-offs, tax-related affairs regarding individual equity transfers, and real estate leasing invoices.

The fifth batch of 12 reform and innovative measures of the Hengqin Free Trade Zone related to cross-border taxation, medical insurance, intellectual property protection, and more will be replicated and promoted citywide, the Zhuhai Municipal People's Government Information Office publicly announced July 30.

Residents of the Chinese mainland who work in Macao may sign up for Zhuhai endowment insurance.

Others areas of improvement include a full-lifecycle tax credit management and service system, one-stop medical insurance services for permanent Hengqin residents from Macao, full-coverage internationalized intellectual property protection system, and cross-border gratis consumption consultation, government service platform, and joint dispute resolution mechanism.

The Zhuhai Bureau of Commerce and FTZ Office are urged to promote the polices among market entities. The FTZ Office should also summarize the experience that can be further promoted in Guangdong Province and elsewhere in China.

Since its establishment in 2015, the Hengqin FTZ has instituted 622 reform and innovative measures, three selected into the Best Practices of National Pilot FTZs, and 100 promoted in Zhuhai, Guangdong, and nationwide.

The measures not only lead to streamlined procedures, saved time, and reduced costs, but also helped Hengqin's business environment enter the world's top 20 on the index of World Bank's assessment.
