Guangdong government sheds light on latest plan for Nansha

China’s State Council recently issued an overall plan for Nansha District of Guangzhou, one of the major cooperation platforms in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). A press conference which gathered officials of different government departments was held on June 28 to shed light on the plan as well as the future development of Nansha.

Ai Xuefeng, Director General of Guangdong Development and Reform Commission, highlighted the five major tasks requested in the plan, that is, to build an international cooperation base for sci-tech innovation, to establish a cooperation platform for youth entrepreneurship and employment, to develop a high-level opening-up portal to establish a rule-based connection mechanism, and to make Nansha a model for high-quality urban development.

“Hengqin, Qianhai and Nansha are three major cooperation platforms to further reform and opening up in GBA,” said Zhu Wei, Deputy Director General of Guangdong Development and Reform Commission, when asked about the coordination between Hengqin, Qianhai and Nansha, “Nansha is located at the geographical center of the GBA with well-developed industries and ports. Covering an area of 803 sq km, Nansha can further cooperation with Hong Kong and Macao on a larger scale and in more business areas.”

The plan features great preferential fiscal and tax policies to boost innovation, integration and development in Nansha, according to Hu Jianbin, Deputy Party Chief of Guangdong Institute of Certified Public Accountants, Guangdong Finance Department.

“Enterprises specializing in the encouraged industries will enjoy a reduced corporate income tax rate of 15 percent in the three launching areas of Nansha, making Nansha the third region in the GBA to implement the 15-percent tax discount following Hengqin and Qianhai,” he elaborated, “an annual local government debt of 10 billion RMB will be arranged to support Nansha in the implementation of its 5 major tasks as well as the development of major projects and industries from 2022 to 2024.”

Guangdong has put great efforts into building an international talent pool in Nansha through facilitating the recognition of professional certificates granted by Hong Kong and Macao, improving its HR services, establishing research platforms, and providing a more convenient working environment, said Zhou Cheng, Deputy Director General of Guangdong Human Resources and Social Security Department.

“In the future, we aim to further connection with Hong Kong and Macao as well as the international talent pool. We will push forward cooperation with Hong Kong and Macao on HR services while introducing international HR services agencies. More efforts will also be put to facilitate the talent flow in the GBA,” said Zhou.

Lu Yixian, Member of the Standing Committee of CPC Guangzhou Committee and Party Chief of Nansha, introduced the different strengths of Qingsheng hub, Nanshawan and Nansha hub, the three launch areas of Nansha.

Covering an area of 8 sq km, the Qingsheng hub is equipped with the Qingsheng high-speed rail station, which takes 35 minutes to West Kowloon, and is planned as a station of the Guangzhou-Zhuhai-Macao high-speed rail, making Qingsheng the first area in the mainland that connect both Hong Kong and Macao through high-speed rail.

“More than 30 projects are under construction in Qiansheng hub with over 100 billion RMB investment mostly from Hong Kong and Macao. In addition, the Hong Kong University of Science and Technology (Guangzhou) as well as the Nansha school for Hong Kong children will open in September this year,” said Lu, “We plan to develop a Hong Kong-styled international community and introduce more incubators, schools, hospitals and service centers for international residents.”

As for Nanshawan, Lu said the area covers an area of 5 sq km with better-developed facilities such as an info-tech industrial park, Nansha Passenger Port and HKUST Fok Ying Tung Research Institute. The area will emphasize the development of technological innovation, cultural creativity, convention and exhibition, shipping service and yacht economy.

“Nansha hub is a transportation hub connected with downtown Guangzhou and other cities with Guangzhou Metro Line 18 and urban rails. The area is planned for emerging industries such as biotech, digital economy, medical health, semi-conductor and EV. It will also be the future CBD of Nansha,” said Lu.
